The 38x75x10 mm Oil Seal 38x75x10 NBR TC keeps lubricant circulating where it belongs — inside the housing — on the 38 mm shafts and 75 mm bores typical of workshop motors, helical gearboxes, vane pumps and tractor attachments.

Inside the TC double-lip design
Its TC construction pairs a rubber-covered OD (a snug press-fit in the bore) with a spring-energised sealing lip and a separate dust lip, so both oil retention and contamination exclusion are covered.
About the NBR nitrile compound
NBR (Nitrile) is the standard compound for general industrial sealing. It handles mineral oils, greases and hydraulic fluids, which is why it is the default choice in gearboxes, electric motors and pumps. Keep it away from brake fluid, and store spare seals out of direct sunlight.
Measuring your shaft a few tenths under the nominal figure is expected; the spring-loaded lip is built to seal with that small interference.
